Cycling needs to become a high-level issue. The new implementation practices for the transformation of the transport system require a new management culture and leadership skills, in addition to new structures and change management in the administration. Municipalities are dealing with this change in all areas, but cycling planning is symptomatic of the necessary change and could serve as a testing ground within administrations. How can communities build internal capacity through leadership training? What options does the change management toolbox provide to develop the necessary courage for implementation? What good processes are used to bring change from the leadership level into local administrations? How can municipalities or transnational networks support the transformation process?
