The fourth season: Cycling in winter

How can we establish a year-round cycling culture? Is it possible at all? Scandinavian countries have a higher share of cyclists in winter than other European countries because they prioritize cyclists when performing winter maintenance services, practice good communication and include social and psychological factors. How can local authorities in Germany increase the number of cyclists in winter? What general conditions are required and what are the problems when implementing them? The forum looks at measures of infrastructure maintenance and communication with citizens. In addition, an example taken from Sweden puts a focus on gender mainstreaming aspects with regard to snow clearance.
